Board approves $794,134 in Carl Moyer marine repower grants for seven projects

The Ventura County Air Pollution Control Board approved seven marine repower projects under the Carl Moyer program, with total grant awards of $794,134 and a combined project cost of $1,326,832 including applicant cost shares.
Tyler Harris, division manager for planning rules and incentives, told the board that the district received 116 applications for incentive-program projects in 2024, including ten marine repower applications. "Today we're requesting board approval of 7 qualified marine projects with a total grant value of $794,134 and a total cost of $1,326,832 including the applicant cost share," Harris said. He added the Carl Moyer program in the district is in its 26th year and that staff will monitor completed projects according to program guidelines for the life of the grant agreements.
Harris said the total grant award for fiscal year 2023–24 was $3,097,097, of which $2,710,348 were designated to projects, and that the proposed awards include a required district match of $464,631. Staff also said they are still reviewing agricultural, electric school bus and EV charging infrastructure proposals for the current year.
Supervisor Long thanked staff for timely processing, saying it was important that applicants receive awards "so they could use this at the height of when they need to get the ag done, plow the fields, and so forth." No public commenters were registered on this item.
Board member Chavez moved and Board member Parvin seconded the motion to approve the recommendations, which included approving the seven grants, directing staff to prepare grant agreements, and authorizing the auditor-controller to process transactions. The board approved the motion without recorded abstentions.
District staff will administer grant agreements and monitor completed projects according to Carl Moyer program rules and the life of each grant agreement. Additional eligible projects from other program categories will be brought to future board meetings for consideration.
Background: The Carl Moyer Program provides incentive funding for cleaner-than-required engines and equipment. The district said it has administered the program for more than two decades and is adapting to changes in CARB guidance and local priorities.
Next steps: Staff will finalize grant agreements for the seven marine projects and continue review of other incentive applications.
