Votes at a glance: Madera County supervisors approve ordinances, contracts and a groundwater plan update

The Madera County Board of Supervisors on March 11 approved a series of ordinances, contracts and funding items and moved several planning items forward. Highlights include adoption of a revised Groundwater Sustainability Plan for the Chowchilla subbasin by the county's Groundwater Sustainability Agency (GSA), approval of a State Route 41 right-of-way resolution, and multiple contract and grant agreements. What the board decided (selected items): - Consent calendar: approved unanimously (vote recorded 5-0). The board did not pull individual consent items for separate discussion.

- Children and Families Commission (First 5) ordinance: second reading and adoption of an ordinance amending Chapter 2.95 of the Madera County Code (vote recorded 5-0).

- Noise ordinance (Title 9, Chapter 9.58): board waived first reading and set second reading for March 18, 2025 (vote recorded 5-0). The revised ordinance will change citation and lien procedures and allow multiple citations in a single day for repeat violations.

- State Route 41 South Expressway project: the board adopted a resolution of necessity to acquire right-of-way and authorized county counsel to commence eminent domain proceedings as needed; vote recorded 5-0.

- Fireworks ordinance (Title 9, Chapter 9.36): the sheriff's office introduced a proposed ordinance strengthening fireworks enforcement and enabling property-owner accountability. After public comment and vendor input the board directed staff to revise language and return with edits; the item was not adopted and was tabled for further revision and reintroduction at a later hearing.

- Behavioral health crisis stabilization and sobering center (BCHIP grant): staff gave a project update on a design-build procurement for a project conditionally awarded $24,900,000 by the state. No formal vote on award was taken; staff announced the three highest-ranked design-build teams that will advance to the next phase.

- Groundwater: the county GSA, acting as GSA board of directors for the Chowchilla subbasin, approved the 2025 revised Groundwater Sustainability Plan (GSP) and related memoranda of understanding addressing demand management, subsidence mitigation and a domestic-well mitigation program. The GSA vote on the subbasin plan passed (vote recorded 3-0 by the GSA board present).

- Contracts and grant agreements: the board approved a contract amendment with Zanjaro Inc. (increase to $1,500,000 and extension to 12/31/2027) related to a Department of Conservation multi-benefit agricultural land repurposing program; approved an agreement with Central Valley Community Foundation for $944,482 to support community resilience programming through Aug. 31, 2026; approved a David's Engineering agreement for GSA 2025 allocation support ($551,409.88) and several smaller administrative budget transfers. All these items were approved by recorded roll-call votes (most 5-0, some GSA items 3-0, as noted in the public record).

- Human resources: the board adopted new job classifications and hourly pay rates for paid-on-call fire and EMS positions effective March 1, 2025 (vote recorded 5-0).

Meeting context and next steps: Several items (noise ordinance second reading, fireworks ordinance rewrite, and planned procurement steps for the crisis-stabilization project) will return to the board for additional hearings. The Chowchilla GSP and its MOUs will be forwarded to the California Department of Water Resources for review; staff said they expect State Water Resources Control Board staff feedback in mid-April and would continue coordination with neighboring GSAs.
