"So when we when we do supplemental, budget requests, really, they're kind of at this point in the year, it's more like revised appropriations, catching any errors that we had when we adopted the budget with the previous board," Candice Bridal, county staff, told commissioners.
The package described by Bridal includes multiple items staff said must be captured in a supplemental so the county can file accurate reports with the Colorado Department of Local Affairs (DOLA). The items discussed were the following: a move of funds for community contributions (described in the meeting as $150,000 from the general fund to a county contributions account); two small tourism-related grants recorded to a grant fund; an allocation that staff said should have been set aside for the sheriff—s search-and-rescue program (recorded in discussion as $40,007.90); $515,000 to cover 2025 fleet vehicle payments; a $9,440 replacement for the coroner—s walk-in refrigerator; and a $950,000 transfer to cover the purchase of two parcels associated with the Harrison—s Park project.
Bridal said several line items reflect board approvals that occurred after the budget was adopted or that were approved but not recorded in the budget in the correct fund. "A lot of these items were board approved ... the timeline for them happening may or may not have captured them in the budget. So anytime that happens, we do have to go and actually make a supplemental adjustment because this has to get submitted to DOLA," Bridal said.
Commissioner Matt Bullock pressed staff on the $515,000 fleet charge, asking how so much slipped through the budget process and whether the county should reconsider its current leasing arrangements. "I'm wondering how, half a million dollars got missed. I don't understand the verbiage of that $515,000 ... Was that not in the budget at all, or was it in a different category?" Bullock asked. County staff and other commissioners described the omission as a communication and coding error tied to transitioning the fleet program between funds and a change in how some vehicles are procured and managed.
Bullock and other commissioners asked for a deeper review of fleet use, mileage and alternatives to current lease practices. "I think we should review the fleet ... and see if we can start cutting down on all those leases," Bullock said. County staff agreed to organize a follow-up work session that would include the county—s fleet manager and the vendor so commissioners could review utilization, mileage and cost assumptions.
Bridal described the $950,000 land purchase for the Harrison—s Park project as two parcels previously approved by an earlier board; staff said they were recording the transfers to reflect the purchases on paper. Commissioners requested additional detail on the specific parcels and the intended scope of the park property; staff said they would provide more information later.
No formal roll-call vote or ordinance was recorded in the work session transcript. Commissioners and staff treated the items as administrative adjustments that staff must document and submit to DOLA. Bridal said the county files such supplemental adjustments quarterly to keep the published budget in alignment with board-approved actions.
What happens next: staff said they will prepare the paperwork to record the supplemental adjustments and submit them to DOLA in the county—s regular reporting. Commissioners requested a separate work session on fleet utilization and asked staff to provide additional parcel-level detail on the Harrison—s Park property.
