Commissioners approve annex change order, courthouse millwork cut and multiple procurement items; Tyler client-success contract draws dissent

Rockwall County Commissioners on Tuesday approved a series of construction and procurement actions tied to ongoing county building projects, road repairs and IT support while directing additional work on several pending items.

Annex construction and change order Nico Parks, project manager for Broadus & Associates and owner’s representative for the Rockwall County Annex project, gave the court a construction update. Parks reported progress on mechanical, electrical and plumbing work, that the project was performing slightly under budget and on schedule, and that furniture procurement was being finalized with orders expected to be placed soon.

The court approved Change Order No. 29 to the Hill & Wilkinson agreement for the Annex project to add acoustical drywall in several public areas — a contractor-contingency-funded change estimated at about $28,000. Commissioner Stacy moved the change order; the motion passed unanimously by those present.

Courthouse courtroom additions and millwork deductive alternate Salvador Sanchez, project architect for courthouse courtroom additions, said work was approximately 60–70% complete. The court accepted a deductive alternate to replace higher-end millwork with a less expensive option for the courtroom additions, which the commissioners said would save roughly $150,000 (net savings subject to final pricing and drawing costs). The motion to accept Deductive Alternate 1 passed unanimously.

Sheriff’s remodel and other building projects The Sheriff’s Office remodel remains in the design and coordination phase; the court directed staff to hold a workshop before moving to construction so the commissioners could review final numbers and details. The courtroom finish and annex architectural changes, including reallocation of space for Environmental Health and GIS to Developmental Services, were approved for design progression so furniture and IT procurement could proceed while trades remain on-site.

Road repairs and procurement High Point Ranch (Eagle Pass) repair bids were reviewed; the court accepted the low bid from Don Smith Concrete LLC for $122,000 to repair and replace sections of roadway. Road & Bridge staff said the work covers approximately 674 linear feet and roughly 16,764 square feet of repairs.

Tyler Technologies client success agreement The court approved a one-year client success management and consulting agreement with Tyler Technologies in the amount of $55,000 to bring technical consultants and training to the county’s Tyler system workstreams. Commissioners said the contract is intended to accelerate integration, especially for bonds handling, magistration and rights/roles governance tied to judicial and justice processes. The motion passed 3–1; the dissenting vote was not recorded on the public roll call.

Night-vision goggles RFP and evaluation criteria The court authorized the auditor to advertise a request for proposals (RFP) for night-vision goggles and tactical equipment for the Sheriff’s Office with revised evaluation criteria. Commissioners adjusted the scoring weights to emphasize quality of product (40 points) and warranty details (15 points), while pricing carries 25 points, quality and thoroughness of response 20 points and vendor service ability 5 points.

Other approvals and housekeeping - Providence Academy construction plans for Sabine Creek Road were approved with conditions that apportionment and drainage agreements be recorded in the county clerk’s office before final plat recording. - The court nominated Anthony “Tony” Crawford to serve on the Rockwall Central Appraisal District board of directors and approved a resolution to forward the nomination. - The court authorized outside counsel to draft procedures for appeals of developer apportionment determinations under chapter 232 of the Texas Local Government Code.
