Council approves consent items, rezones 1.16-acre parcel and grants alcohol variance; budget cleanups move forward

It then voted 4-0 to adopt Ordinance No. 8184 rezoning a 1.16-acre tract in Ridge Quest Unit No. 12 to Planned Development District 408 to permit nine single-family detached garden homes with increased lot coverage (60%), reduced lot width (37 feet), reduced lot area (4,400 sq. ft.), and a 15-foot front setback. The Planning and Zoning Commission had recommended approval 7-0.
Second vote: The council granted a variance (Ordinance No. 8185) allowing on-site sales of beer and wine at the Big Texan RV Ranch even though a portion of the property lies inside the 300-foot school setback; the council determined the statutory setback enforcement would not be effective or necessary in this case and voted 4-0 to allow the variance. Staff noted Amarillo Independent School District officials said they would not oppose the variance and that AISD intends to close Sunrise Elementary after 2025.
Budget action: The council approved first reading of ordinance 8186 to amend the fiscal 2023—2024 legal budgets to reconcile seized property, compensated-absence payouts, court technology and security revenues, several Public Improvement District disbursements, and a bond-debt accounting adjustment related to City Hall debt servicing. Staff said the budget amendments reconcile final audited numbers and that the final ordinance will return on second reading at the next meeting.
