EU says Gaza reconstruction must be tied to stability as it studies Arab recovery plan

The High Representative of the European Union told the United Nations Security Council that any EU contribution to Gaza reconstruction will be conditional on stability, a durable ceasefire and agreed governance arrangements.
“We are studying the plan carefully and also seeing what could be our contribution,” the High Representative said about the Arab recovery plan for Gaza and added that “for any kind of reconstruction, there has to be stability and peace.”
The official said the EU will not discuss additional funding until partners agree how governance in Gaza will be structured so Palestinians’ rights are respected. The EU also welcomed the Arab recovery plan and said humanitarian aid and services “should not be politicized.”
The EU official said the bloc will host a donors conference next week aimed at generating financial support for reconstruction in the region. The High Representative stressed the importance of the next phase of talks, saying “the ceasefire is under strain” and that it is “critical that both sides uphold their commitments and that phase 2 talks succeed.”
At the briefing, the official reiterated that as reconstruction planning proceeds it must be anchored in security and political solutions, and that the EU sees itself as a potential mediating partner with Arab states but needs clarity on governance and accountability before committing funds.
