The Seaside County Sanitation District board voted on March 11 to defer consideration of an item proposing a change to the district—s voting structure and to require the City of Seaside to provide formal documentation and analysis before the topic returns to a future meeting.

Uy argued the district should avoid making a substantial change to governance without all affected cities having a chance to participate and to ensure the request is properly authorized.
