Evansville BPW approves parking system contract, security renewals, housing extensions and multiple engineering change orders

The Evansville Board of Public Works on Feb. 20 approved a bundle of procurement and construction items, including a $3,360 parking citation system contract, renewals of security-system contracts for urban forestry and cemetery buildings, extensions to multiple housing-related contracts and several engineering change orders tied to stormwater and pipe-repair projects.

The cluster of items was presented and approved without extended debate. Laura Windhorst, Evansville city clerk, described the parking contract as longstanding: "It's been the same for many years. The price has not increased," referring to the contract with Clancy Systems Inc for parking meter software and handheld terminals.

The board approved an agreement not to exceed $100,000 with a consultant to support the city's minority- and women-owned-business-enterprise (MWBE) compliance and outreach goals. "He assists prime contractors with reaching those goals," said Destiny (DMD staff), describing the consultant's role in helping the city pursue its 12% minority-owned and 7% women-owned utilization goals on public construction projects.

The board also renewed annual security-service contracts for urban forestry and cemetery facilities with MaxiTrol Inc and Sonotrol of Evansville Inc, and approved an amendment extending a CHDO operating contract for Memorial CDC to July 31, 2025, so the organization can submit outstanding invoices for HOME program activity. Miss Hale (DMD staff) said the CHDO operating line reimburses administrative expenses tied to HOME projects.

On engineering matters, the board approved multiple construction change orders and contract adjustments. A change order for the Dresden Outfall project added riprap, geotextile fabric and aggregate and extended time because of high water; the change order amount was $23,695.91, bringing the contract to $846,224.13. A change order for a pipe-repair project on Mount Auburn Road and Bridal Avenue added $12,910 after crews found an unexpected pipe condition that required an additional structure.

Other items approved included: an MOU with the Indiana Department of Transportation allowing the city to seek restitution if state work damages local roads during a temporary ramp closure; acceptance of restricted donations for stormwater outreach from five local engineering and construction firms (each $500); a conditional approval of a Crown Castle right-of-way permit to bore fiber under Stockwell Road, conditioned on coordination to avoid conflict with an ongoing east-side drainage project; a sidewalk waiver for a portion of Buchanan Road approved previously by the Area Plan Commission; an encroachment and maintenance agreement with Methodist Temple for an existing columbarium partially in the right of way (including indemnification and additional-insured status); and a retroactive road-closure approval for East Virginia Street on Feb. 20, 2025.

The board took each item by motion and voice vote. No public comments were recorded on the agenda items and no items were tabled beyond a single tabling noted at the start of the meeting. The meeting adjourned after approval of bills and payrolls.
