Surry County Planning Commission shortens meeting start time, adopts bylaws changes

The Surry County Planning Commission voted Feb. 24 to adopt revisions to its bylaws that set regular meeting start time at 6:00 p.m., require public hearings to be advertised for 6:30 p.m., cap committee sizes at five, and align agenda-distribution timing with the Board of Supervisors.
The Surry County Planning Commission on Feb. 24 adopted amendments to its bylaws that change the commission's regular meeting start time to 6:00 p.m. and require that any advertised public hearing begin at 6:30 p.m.
The change, approved by voice vote, also caps committee membership at no fewer than three and no more than five commissioners, and proposes aligning the commission's agenda-distribution language with the Board of Supervisors to publish agendas and materials at least five days before regular meetings.
The revisions were introduced by county staff during the meeting as a set of proposed edits and options. Horace Wade, the planning commission secretary and county staff member, described three options for meeting times: keep meetings at 7:00 p.m., change the start time to 6:00 p.m., or adopt a hybrid with a 6:00 p.m. start and 6:30 p.m. advertised hearing time. Wade said, "it would be advertised for 06:30." Commissioners discussed convenience for working residents and staff, and whether written secretary communications should be codified in the bylaws.
Commissioners debated adding a new duty spelling out the secretary's regular communications to the commission. Commissioner Cheek had proposed codifying practices to ensure consistent communication from the PC secretary; some commissioners said the agenda already provides a section for secretary communications and expressed concern about workload for staff.
Commissioner Pierce moved to approve the bylaws with a package of specific amendments: set the start time at 6:00 p.m. with public hearings advertised for 6:30 p.m.; strike the proposed letter g from the secretary duties section; limit committee membership to three-to-five commissioners; revise the order-of-business language for flexibility; and adopt the five-day agenda-distribution standard consistent with the Board of Supervisors. The motion was seconded and approved by voice vote. Chair Wooden declared, "The ayes have it. The motion is carried."
The commission also approved the meeting agenda and adopted minutes from its Jan. 27, 2025 meeting by voice votes earlier in the session.
Commissioners directed staff to make the adopted bylaw language available in the updated document with the new adoption date. Members asked that future agenda packets remain available electronically; staff confirmed packets are posted on the county website and can be emailed to commissioners on request.
The commission closed the bylaws item and moved on to other items on the agenda.
