DMAS announced that Anthem HealthKeepers Plus has been selected to administer a statewide Foster Care Specialty Plan under the Cardinal Care managed‑care contract and that eligible foster care and adoption assistance members will be enrolled into that specialty plan unless they opt out.
Anthem and DMAS presenters said the specialty plan provides dedicated care management and community supports for youths in foster care. DMAS outlined a staged enrollment: Molina members in the Tidewater and Central Virginia regions were described as automatically enrolled July 1, 2025, while other regions were described as enrolling on Aug. 1, 2025; members and caregivers should confirm the official dates in DMAS notices.
Why it matters: the foster care specialty plan is intended to provide tailored services for children and youth in formal foster care and those receiving adoption assistance, including extra case management, transition supports and education and social‑needs resources.
What Anthem described
Anthem representatives said the Foster Care Specialty Plan includes a dedicated support line and specialized local teams. "We have specialized positions that are dedicated to our youth in foster care, such as our judicial liaisons, our transition age youth liaisons," Shanice Gangadine, Anthem director of foster care, said. She listed supports for transition‑age youth including transportation stipends, gift cards and other targeted benefits accessible through an Anthem foster‑care case manager.
Selected value‑added benefits described by Anthem included travel assistance, Chromebook distribution and other academic supports for eligible youth. Anthem also described a dedicated foster‑care phone line and case managers assigned to coordinate care and wraparound services.
