Staff: Habibi Lounge appeal of entertainment‑hour condition set for Feb. 26; permits stayed

Acting Executive Director Azim reported to the San Francisco Entertainment Commission on Feb. 4 that Habibi Lounge has filed an appeal of the commission’s prior decision to limit the venue’s entertainment hours.
Azim said the appeal will be heard by the Board of Appeals on Wednesday, Feb. 26, and that a stay is in effect on issuance or use of the affected permits until the appeals hearing. Azim told the commission the business had requested entertainment until 3 a.m. on Friday, Saturday and Sunday mornings but the commission had conditioned approval to limit indoor entertainment to 2 a.m.; the appeal appears to challenge that condition. Staff said Habibi Lounge’s permits remain conditionally granted but not issued because required paperwork and Department of Building Inspection (DBI) inspections are incomplete.
Azim and Director Wieland said they plan to attend the Board of Appeals hearing; staff said they will update the commission after the Feb. 26 hearing and may report the outcome at the commission’s March 4 meeting if appropriate. No public comment was offered during the item.
The commission’s record packet included a one‑page appeal notice and staff said a fuller brief would be available later in the week ahead of the appeals hearing.
