Roane County Commission approves series of contracts, budget adjustments and appointments

Roane County Commissioners approved a group of contracts, budget amendments and board reappointments during their June meeting, taking voice votes on a package of resolutions that county staff said were routine or time-sensitive.
The actions included a 36-month telephone-services agreement, a three-year online procurement contract, a five-year automated external defibrillator (AED) services agreement, several fiscal-year budget amendments and the county's adoption of a 2025 Hazardous Mitigation Plan. The commission also voted to cancel a Novatech/Wells Fargo copier-service contract that County Attorney staff said they could verify in the county's files.
The county attorney told commissioners he had been furnished a single Novatech contract and therefore revised a draft resolution to cancel the one contract he could verify; county staff later said the contracts share the same terms and the resolution passed by voice vote. No roll-call tallies were taken for these votes, consistent with Tennessee Code Annotated 8-44-104 when no new funding is required, the county attorney told the body.
Commissioners also confirmed reappointments to the Roane County Ethics Committee and the Public Utilities Board. The Ethics Committee reappointments (terms to June 30, 2026) and Public Utilities Board reappointments (terms to June 30, 2028) were approved by voice vote.
Other fiscal measures adopted at the meeting included multiple line-item adjustments across funds and a resolution placing a list of county vehicles and equipment into surplus. The commission also approved a resolution to procure online procurement tools that county staff said will centralize bid posting, vendor registration and contract management.
Several resolutions were introduced and carried with no extended debate. Commissioners who moved or seconded motions included Commissioner Gann, Commissioner Henderson, Commissioner Brackett, Commissioner Wilson, Commissioner Parks, Commissioner Hamilton, Commissioner Hooks and others. The meeting concluded with an adjournment motion that passed by voice vote.
While most actions were taken by voice vote, the county attorney emphasized that the Novatech cancellation had nuances: the version he reviewed explicitly terminated the contract if unfunded for the upcoming fiscal year, and he recommended canceling the contract he could verify and investigating whether additional contracts exist in county records.
The commission scheduled a budget workshop and is proceeding with normal procurement steps for contracts approved at the meeting.
