Planning staff to submit corrected 2024 annual report after commission approves updated figures

The Frederick City Planning Commission approved the city’s 2024 annual report on development activity on June 16, authorizing the planning department to forward the report — with a correction — to the Maryland Department of Planning, the mayor and city council.

Staff explained the report follows the state template and includes a corrected residential permit count: a typographical error on page 4 listed 971 units but the correct number is 974; the commission’s motion to approve the report included that correction. Staff also noted a number of additional materials in the packet: maps of small‑area plan permit activity, a breakdown by housing type and a look at long‑range planning efforts such as Move Frederick (bicycle/pedestrian planning), Safe Streets for All / Vision Zero, Green Streets and a future streets master plan.

Commissioners asked for clarifications about members listed on page 2 (membership reflects 2024) and about whether the report differentiates infill/revitalization activity and MPDU (moderately priced dwelling units) production. Staff replied that the report does not currently distinguish infill versus greenfield housing in the residential permit totals but that MPDU production is tracked in a separate departmental database and can be provided on request. The commission voted unanimously to approve the report subject to correcting the typo to show 974 units on page 4 and updating names on page 2 as noted.

Staff will obtain the chair’s signature and file the corrected report with the Maryland Department of Planning before the July 1 statutory deadline.
