South County transfer-station reconfiguration and site projects delayed as RFQ is revised

Matt Samuelson, a public-works presenter, gave the committee an update on several capital and site projects at the county's Waste and Recovery Center and the South County transfer station.
Samuelson said the new compactor remains on schedule for an October delivery pending final layout and load drawings. The site's security system has been replaced and now offers remote functionality; a vendor-provided schedule for the site's fire alarm replacement showed tentative installation in June.
An electric-vehicle charger project that had been under consideration was canceled after updated engineering estimates showed that a lack of electrical infrastructure would roughly double the project cost compared with available funding. Samuelson said the county may include future charger capacity in building reconfiguration work if grant funding becomes available.
Regarding a major reconfiguration project for the South County transfer station, Samuelson said county staff chose to sequence that work because it is large and capital-intensive; the county will not pursue the full transfer-station relocation or expansion until after the reconfiguration is completed in order to manage cash flow and staff capacity.
Samuelson also reported that a recent request for qualifications (RFQ) for owner-advisor and construction-management consulting services closed with no responses. He said the county received feedback that minimum qualifications in the RFQ were likely too restrictive, and that staff will adjust the RFQ language and reissue it within weeks. Despite the delay, Samuelson said the county still aims to apply to the state project review committee (PRC) at its December meeting and intends to continue environmental and background work while the RFQ is revised.
