Thurston County hazardous-waste plan nears final adoption after Ecology review

Emily Rhodes, a consultant from HDR working with Thurston County, told the Solid Waste Advisory Committee that the countyhazardous-waste management plan is close to final and that staff incorporated public comments and an informal Department of Ecology review prior to starting the formal adoption process.
Rhodes said the county submitted a draft to Ecology for an informal review in December and received Ecology's comments in April. During the same interval the county completed SEPA review and received a determination of non-significance that will be included in the plan.
The next step is for the county to distribute the near-final plan to participating jurisdictions and seek adoption via signed resolutions. Once the county has the signed resolutions in an appendix, it will submit the final plan to Ecology for formal approval; Rhodes said Ecology has up to 90 days to complete its final review.
Rhodes told the committee she expected staff to send the plan to the jurisdictions soon (she said the county was aiming to do so within the month, pending a small number of final edits) and asked committee members to submit any final comments in the coming week to keep the adoption schedule on track.
Committee members asked whether Ecology was likely to return the plan during the 90-day review window. Rhodes said the informal review step was taken intentionally to capture Ecology comments earlier in the process, and that because Ecology's comments have already been addressed she expects the formal review to proceed without major changes.
