County auditor reports RFP to resolve sewer impact-fee noncompliance; no new jail bonding required after bids

Luke, Iron County auditor, told the commission the county received a notice from the state auditor for not having a sewer impact-fees facilities plan. The county has submitted a timeline and will issue a request for proposals to contract for a capital facilities plan and an impact-fee study; the auditor said the state accepted the county’s timeline.
"We received a 60-day notice to come up with a plan to get that fixed," Luke said, and said the county’s planned next step is an RFP to hire a consultant to prepare the capital facilities plan that will support an impact-fee study.
Luke also updated commissioners on the county’s annual audit process. Kimball and Roberts are finishing the financial statements and will present follow-up during a future meeting; last year no county departments went over budget. He said the assessor completed the tax roll on time, the treasurer’s tax-sale auction (online through PublicSurplus) sold 58 properties that had unpaid taxes for five years, and average county home value rose to about $431,000.
On jail construction financing, Luke told the commission that after receiving final bids the county will be able to finish the top floor of both pods with existing funding and will not need to issue the additional $67 million in bonds that had been previously approved. "We're sitting in a good spot with that project, and it's moving along," he said.
Luke asked to set a later work session to review the final audit results and year-end financials before the commission adopts property tax rates for 2025.
