The council's direction came after resident Barbara Summers, an owner of a Front Street building, described structural scouring at her property and urged the council not to delay action until a full Shoreline Master Program update in 2028 or 2030. Summers said engineers now recommend installing a low concrete beam and helical piers to stabilize her building's foundation, and she proposed temporary in-place flood boards similar to ones used in Mount Vernon as a near-term option. "And definitely don't wanna put this off to 2028 or 2030," Summers said during public comment.
Why it matters: Coupeville's waterfront contains historic overwater buildings, the town's wastewater-treatment infrastructure and utility lines that staff say face increasing risk from erosion and higher tides. Councilmembers and staff said the town already is collecting data and pursuing some work (GIS mapping of water and sewer lines, a water reuse study and nutrient reduction work), but council asked planning staff to focus on limited, targeted regulatory changes that could ease barriers to near-term mitigation for property owners while broader, costly projects are evaluated and pursued.
