Commission recommends removing planned west‑side collector near railroad and floodplain

The Denton Planning and Zoning Commission voted unanimously on June 11 to recommend City Council approve a mobility‑plan amendment that removes a planned future collector on the city’s west side between I‑35 and Western Avenue, south of US‑380 and north of Jim Christal Road.
Senior transportation planner Sahar Svandiary told commissioners the proposed collector would require a new railroad crossing of the Kansas City Southern line and identified a northern section of the alignment located inside the FEMA 100‑year floodplain. "There is a railroad crossing here," Svandiary said, adding that opening a new at‑grade crossing would require closing other crossings and carries additional safety concerns. For environmental reasons and because nearby primary arterials provide capacity, staff proposed deleting the collector from the mobility map.
Svandiary said staff completed public outreach that included a mailed notice to property owners within a 250‑foot buffer, posted signs, a newspaper advertisement and a website announcement; staff reported one written letter in support. The commission moved to forward the amendment to City Council after a motion by Commissioner Dyer and a second by Commissioner McDuff. The vote was unanimous.
Staff recommendation language cited consistency with the comprehensive plan and the mobility plan and noted the item will appear at the City Council public hearing on June 17.
