Uintah County approves certified tax rate, shifts new-growth dollars to flood control and liability reserves

The Uintah County Commission on June 14 approved the county's certified tax rate of 0.001376 and a package of financial items including warrants and a tax refund.
County staff member Mike Wilkins told commissioners the total warrants presented for June 5 amounted to $795,756.19, and that the largest out-of-the-ordinary item was the county's annual contribution of $25,000 to the Dinosaur Roundup Rodeo. Wilkins also asked the commission to approve a $80 refund to Timothy Calhoun from Tax District 2 after Calhoun paid vehicle property tax online; Wilkins said Calhoun's disabled-veteran filing had been renewed and qualified.
Wilkins presented the county's certified tax rate package and the commission discussed reallocating new-growth collections. Wilkins said, "We have not received new growth from centrally assessed since 2015. The law changed this last year and is doing a three-year average now for us. So with that three-year average, centrally assessed new growth this year is actually $263,000,000 in value. We had $44,000,000 in locally assessed new growth. So with those two numbers there, the county will be collecting $411,973 in new growth tax dollars to the county." Commissioners approved shifting additional property-tax revenue into two funds with low balances: increasing flood-control collections to bring $50,000 into that fund and increasing the tort-liability allocation to bring $595,720 into the county's general-liability reserve.
A commissioner made the motion to approve the certified tax rates as presented by Wilkins; the motion carried with recorded voices of "Aye, Aye." The warrant approval and the $80 refund were moved and approved in the same meeting.
The changes were presented as adjustments to preserve fund solvency after years of spending from reserves for flood-control projects and liability costs; Wilkins warned that flood-control fund balances had dropped significantly in recent years and would not absorb a major event without the inflow.
The commission recorded approval for the certified rates and directed staff to implement the reallocations and post the official certified-tax documents.
