Hocking County holds second public hearing for 2025 CDBG application, commissioners authorize signatures

Hocking County held the second public hearing on its 2025 Community Development Block Grant (CDBG) Small Cities application on June 5, and the Board of Commissioners approved signing the application, environmental review certificate and the residential anti-displacement and relocation assistance plan.
County staff described proposed projects that would target low- and moderate-income areas, including a Neighborhood Revitalization Grant (NRG) for the City of Logan and a Critical Infrastructure Grant (CIG) for the Village of Laurelville. The application materials presented to the commissioners list an allocation match of $37,600 for the Logan NRG, a proposed $700,000 for construction under the NRG, $50,000 for administration, and estimated total NRG project costs of $787,600. For Laurelville’s critical infrastructure request the materials show an estimated total project cost of $582,405 with approximately $470,000 for construction, $30,000 for administration and an allocation match of $82,400. Staff said the county is also eligible to apply for up to $750,000 under the Neighborhood Revitalization program and up to $500,000 for the Critical Infrastructure program.
The presenter told the commissioners the Laurelville work would focus on downtown flood and drainage improvements — locating roughly 16 catch basins and about 1,000 feet of piping — and that Logan’s proposed work could include sidewalk and paving on Third Street, with final scope depending on returned cost estimates. The presenter said Church Street had been considered but that other grants are being pursued for that corridor.
Commissioners moved in general business to approve three standard application documents required for the CDBG submission: the environmental review certification, the residential anti-displacement and relocation assistance plan, and an authorizing resolution on county letterhead. The motion to approve and sign those documents carried without roll-call objections.
Why it matters: CDBG awards fund local public infrastructure and neighborhood improvements in communities that meet low- and moderate-income national objectives. Approval of the application documents advances Hocking County’s effort to compete for state-administered federal funds.
Next steps: Staff said final construction scope for the City of Logan proposal will depend on cost estimates that remain pending; commissioners approved signing the application materials so the county may submit the grant package to the Ohio Department of Development.
