The Kenai City Council took a series of enactments Wednesday that had limited debate. Key outcomes:
- Ordinance 3472-2025: Accepted and appropriated High Intensity Drug Trafficking Area (HIDTA) grant funds for drug investigations and overtime expenditures. The ordinance was enacted by roll call, 7-0.
- Order/Ordinance 3473-2025: Accepted and appropriated a grant from the American Society for the Prevention of Cruelty to Animals (ASPCA) to the Kenai Animal Shelter to support attendance at the Alaska Animal Control Association 2025 training conference. Enacted by roll call, 7-0.
- Ordinance 3474-2025: Increased estimated revenues and appropriations in the wastewater, water and sewer, and municipal airport roadway improvements capital project funds to return residual balances from completed projects to original funding sources. City staff explained this returns unspent project funds to their originating operating funds for future appropriation. Enacted by roll call, 7-0.
- Ordinance 3475-2025: Increased estimated revenues and appropriations in the general fund legislative department and increased the purchase order amount to BDO USA, P.C., for the FY2024 and FY2025 financial audits. Enacted by roll call, 7-0.
- Resolution 2025-39: Fixed the property tax levy rate for fiscal year 2026; council noted this maintains the current mill rate and approved the resolution by unanimous consent.
- Resolution 2025-40: Amended the comprehensive schedule of rates, charges and fees to incorporate FY2026 changes, including airport fees, animal control fees, multipurpose facility user fees, building permit plan review, and updated monthly rental rates/security deposit for Vintage Point senior housing. Staff described the most notable changes as aligning animal control fees into a simpler per‑animal schedule, instituting a summer multipurpose facility hourly rental, and updating Vintage Point rents and security deposit to reflect a five‑year market study. Council adopted the fee schedule changes by unanimous consent; the new fee schedule takes effect July 1.
Also read into the record were introductions of several ordinances set for public hearing June 18: Ordinance 3476-2025 (fire department personnel overtime adjustment), Ordinance 3477-2025 (police department grant for ballistic vests) and Ordinance 3478-2025 (new municipal code section regarding travel across private or public property). Those items were introduced and scheduled for public hearing on 06/18/2025.
