Neighborhood chairs report elections, cleanups, floodwall delays and local projects

Several neighborhood chairs gave brief reports at the June 4 INCO meeting on local activities, events and neighborhood concerns.
Sandy Diaz (Rio Lindo) said her neighborhood will hold elections tomorrow, will hear a presentation from Oxnard’s Homeless Prevention Program, and is revisiting speed-hump requests; Rio Lindo also will host a bulky-item drop-off at Rio Lindo Park from 8 a.m. to 2 p.m.
Ellis Carter (Southbank) described a major levee/floodwall construction project near the 101 that has paused in one area because environmental monitors found a breeding bird; that side will wait until breeding concludes while work continues elsewhere. Carter said the project is large and expected to continue for about a year, and that residents have asked about sidewalk and tree replacements as part of restoration work.
Paul Schneblin (River Park) said his neighborhood is working on an adjustment to a community facilities district (CFD) allocation that currently directs some CFD funds to school baseball fields; a committee is negotiating with city council members on potential changes. He said construction and repair work has started on the River Park fountain in Central Park and that an election is scheduled.
Brian Landers announced the reinvigoration of Windsor North River Ridge and a neighborhood cleanup scheduled for Sept. 7. Ronald Arwejo (East Village) said East Village will host National Night Out in August for the first time in a decade and expects County Supervisor Kelly Long to attend. Alfonso Arroyo (Rose Park) noted a June 12 meeting with a guest speaker, Jerry Martinez.
Dunes neighborhood leaders reported multiple active projects including street hazard mitigation, proposed park improvements (Quimby funds for a walking path and pickleball courts), harbor-wall repairs and coordination over the North Shore development. Dunes volunteers also have created a neighborhood website.
An executive-board member noted a forthcoming soil-gas/soil-vapor report related to contamination near the airport, with results expected to appear on GeoTracker on the 15th. Several speakers encouraged residents to monitor the INCO website (oxnard.gov/neighborhoods) and to report errors or updates for contact information and neighborhood officers.
No formal board actions were taken during the reports; the items were presented for information and local coordination.
