Glen Heights adopts Dallas County 2025 hazard mitigation plan; funding avenues unclear

The Glen Heights City Council voted 7-0 to adopt Resolution R-17-25, authorizing the mayor to sign the Dallas County 2025 Hazard Mitigation Action Plan and completing the city's required annexes to the countywide plan.
Keith Moore, deputy city manager, said the hazard mitigation plan is part of the city's emergency management program and is reviewed every five years. “To my knowledge, this will be the first time the city of Glen Heights has completed all 22 annexes for the Emergency Management,” Moore said. He said the city worked with Dallas County and H2O Partners to compile the plan and to submit it to the Texas Division of Emergency Management and FEMA.
Moore said the plan lists 21 proposed mitigation actions for Glen Heights; some were carried over from the prior plan. He told the council that the funding opportunities for those proposed actions are unknown at this time but that inclusion in the mitigation plan is a prerequisite for most federal mitigation grants.
Councilmembers moved and seconded to approve the resolution; the motion passed 7-0.
The resolution makes Glen Heights eligible to pursue federal mitigation funds tied to the county plan; specific project funding and timelines will depend on future grant opportunities and local prioritization.
