The CCP uses a percentage‑based allocation model adopted in 2021 that divides funds among probation, sheriff, district attorney and public defender, and supports treatment, innovation and oversight programs.
Gayton highlighted recent innovation investments including MILPA (motivating interconnected leadership for public advancement) and a construction‑training partnership (Northern California Construction Training) designed to improve reentry outcomes. The presentation emphasized performance reporting by CCP‑funded programs and results‑based accountability metrics.
Health and Human Services staff described a crisis co‑responder embedded with probation and the sheriff; the responder provides crisis intervention, referrals to mental‑health and substance‑use treatment and helps avoid involuntary holds. Probation reported early numbers related to Prop 36 referrals in a separate presentation: 17 referrals and 12 clients receiving treatment as implementation work continues.
Probation said it will return with the annual CCP program summaries posted on the CCP website and continue to monitor outcomes and contract performance; the board received the report as information.
