The staff report listed Modesto Executive Electric as the apparent low bidder at $142,200; the staff recommendation described a 10% contingency and a total project budget, but the staff slide included an apparent typo: it stated a “10% project contingency in the amount of $114,200 for a total project budget of $156,200.” That contingency figure appears inconsistent with the $142,200 bid amount. The council and staff acknowledged the discrepancy during the discussion and said they would confirm the final contingency and total before contract execution.
Council members and the public asked detailed questions about the bid: whether wire pulls from poles were required (a $29,000 line-item in the bid marked “if required”), whether the fixtures are LED panels or replaceable modules, warranty coverage, and whether the contractor would damage turf during equipment access. Staff said the informal bid process applied because the project falls between $60,000 and $200,000, and that the project has been bid multiple times; staff also said the equipment supplier (L2 Lighting) is local and will provide product and warranty and that Manesto/Modesto Executive is the installing contractor.
Questions were raised about copper theft historically affecting the field and about security measures; staff said the city has improved monitoring and camera access via new internet connections and a real-time crime center monitor. Council approved the contract by motion; the item passed unanimously.
