Rules Committee unanimously confirms new division chiefs and two board appointees

- Charles Gibson ("Chuck") — confirmed as chief of the Building Inspection Division (Public Works). Gibson described his background in construction and local building-department experience dating to 2003 and said he had served as acting chief for several weeks. The committee recorded an 8–0 vote to confirm the appointment (ordinance 2025-0350). The chair said Gibson would be formally recognized at the full council meeting on June 10.
- Angela Strain — confirmed to the Health Planning Council of Northeast Florida (ordinance 2025-0351). Strain outlined experience bringing health information technology to safety-net providers across Florida since 2001 and noted involvement with Jax Care Connect and free and charitable clinics. The Rules Committee voted 8–0.
- Erica Weber — confirmed as chief of the Professional Standards Division (Jacksonville Sheriff’s Office) (ordinance 2025-0355). Commander Weber described 19 years with JSO and recent service supervising the academy, field training and the gun range. The committee voted 8–0 and noted her scheduled promotion date.
- Ed Kayan — confirmed as director of the Department of Investigations and Homeland Security (ordinance 2025-0356). Kayan described nearly 28 years with the Jacksonville Sheriff’s Office, including leadership of special operations, narcotics and vice. The committee voted 8–0 to confirm the appointment; members congratulated him on his promotion.
Committee members welcomed each appointee; most remarks were brief endorsements and requests for cooperation. The chair and council members invited the appointees to the full council meeting for recognition; attendance was described as optional for the formal confirmation there.
