Committee recommends council approve $1.55 million EHS International safety-training agreement

The Oxnard Public Works and Transportation Committee on May 27 recommended the City Council approve Agreement No. 32500490 with EHS International for safety training services, with an initial term from July 1, 2025, to June 30, 2026, and four optional one-year extensions through June 30, 2030. The contract amount is not to exceed $1,550,000. The committee's recommendation passed 3 to 0.

Committee members asked staff about the bidding process for the contract. The staff report indicated two bids were received and one bidder was deemed nonresponsive. Assistant City Attorney El McCarron explained that a nonresponsive determination typically means a bidder failed to fully complete required parts of the bid package — for example, omitting pricing, prior-experience information or required forms such as an anti-collusion certification — and that, after the submission deadline, bidders are not given an opportunity to correct incomplete bids.

City staff stated that Mr. Wolf or his designee was available to answer questions about the agreement; no members of the public spoke on the item. Committee Chair McArthur moved the recommendation; another committee member seconded. The motion carried on a roll-call vote: Committee Member Garan — yes; Committee Member Basuah — yes; Chair McArthur — yes.

Earlier in the meeting the committee also approved the consent agenda item to accept minutes from the April 22 and May 13, 2025, Public Works and Transportation Committee meetings; that motion carried 3 to 0 (Committee Member Basula — yes; Committee Member Teran — yes; Chair McArthur — yes).

The recommended contract will be transmitted to the full City Council for final approval and for the mayor to execute if authorized by the council.
