The Town of Lakeville Master Plan Implementation Committee reviewed the special town meeting warrant and the annual town meeting warrant slated for June 9, 2025, including a discussion of proposed zoning changes for accessory dwelling units and site-plan review procedures.
Committee members went over the special town meeting’s line items for the transfer station, which total $83,451. The expenditures listed were a compactor and equipment for $32,000, LED light replacement for $12,000, and facility repairs for $39,004.51. The committee also reviewed five small line-item payments in Article 2, totaling $10,767.82, including $9,955.82 to the Taunton Municipal Lighting Plant, $125 to Gonzales Mowing (cemetery), $180 to Greco Ford (police vendor), $40 to an unnamed parks vendor for analytical balance, and $467 to Cape Cod Aggregates for parks work.
Rita Govett summarized Article 13 and Article 14 on the annual warrant: Article 14 would delete an entire existing accessory-apartment provision, while Article 13 would add a new zoning bylaw for accessory dwelling units (ADUs). The committee discussed Article 15, which proposes changes to site-plan review applicability, including adding a statement of proposed use, an explicit list of activities not subject to site-plan review, and updates to administrative submittal procedures. The draft language shows additions in bold and deletions with strikethrough in the posted materials.
Committee members noted procedural sequencing: because Article 15 changes applicability and Article 14 deletes the existing ADU section (with Article 13 replacing it), the town must take the articles in the proper order at town meeting to ensure zoning provisions are revised consistently. One member suggested inviting Michelle from the Planning Board to the committee’s next meeting to explain the ADU changes in detail; the committee agreed to try to invite a Planning Board representative.
Committee members directed staff to assume the town’s posted warrant materials are available online and encouraged residents to review them on the town website.
No committee vote was taken on the warrant articles during this meeting; the committee limited its role to review and to plan to meet with the Planning Board before the town meeting.
