At its May meeting the York City Redevelopment Authority recorded a series of administrative votes. The board approved the following by voice vote:
- Approval of minutes from the March 19, 2025 meeting (April meeting was canceled). Outcome: approved by voice vote.
- Extension of option for parcels at 324–326 South George (corner of Church Avenue and South George) for six months with a fee referenced on the record as $500. Outcome: approved by voice vote.
- Authorization to enter a license agreement for 559 West Clark Avenue for use by Minister Lisa Glenn in conjunction with the Islamic masjid at 549 West Market through Dec. 31, 2025. Outcome: approved by voice vote. The board directed staff to add contamination-protection language (raised beds suggested) and noted the license is terminable with 30–60 days’ notice. The board also discussed, without final action, the possibility of offering to sell the lot to the mosque (a sale price of $5,000 was mentioned in discussion).
- Amendment to the May 2023 Management Services Agreement with Brittney Walker (Penn Market manager): extend the term to Dec. 31, 2026, and increase the monthly management fee from $2,750 to $3,000 effective with the next pay period in June. Outcome: approved by voice vote.
- Appointment of Frank Countess as vice chair and Joyce Santiago as treasurer of the RDA. Outcome: approved by voice vote.
- Transfer of a $200,000 certificate of deposit that matured May 15, 2025 (current balance stated as $202,352.61) at Presence Bank into a money market account at the same institution. Outcome: approved by voice vote.
- Recertification of the blight finding for 30 South Howard Street and authorization to file a declaration of taking (the property includes 13 condominium parcels). Outcome: approved by voice vote.
