Village manager says online budget posting likely by June 9; audit schedule targeted for summer

Village Manager (staff) briefed the Village of Villa Park Board of Trustees on May 19 about the status of the village's approved budget publication and the fiscal‑year audit schedule, saying staff expects to post the full online budget by the June 9 meeting and to work with auditors to avoid major delays next year.
The manager said staff has faced staffing constraints that slowed completion of the printed budget document and that she is working to expedite printing; the manager estimated a "95% chance" of having the full online publication ready by the June 9 meeting but said printing a bound copy by that date was "probably less than 50%" likely. The manager told trustees she would try to expedite the printed version and get a calendar for the 2026 budget process to the board.
Village Attorney Wolf told the board the Illinois Municipal Code requires publication of the tentative budget prior to adoption but does not require publication of the approved budget, and said the village currently remains in compliance with the code. "The Illinois Municipal Code does not require the publication of the approved budget," she said.
On the audit timeline, staff told the board that auditors typically aim to complete field work in July for municipalities the village's size; late audits can trigger delays in other compliance deadlines and reporting. The manager said auditors wanted to begin fieldwork but that some detailed analyses were not yet ready; she is coordinating auditor support staff to augment village capacity so fieldwork will not be delayed as in prior years.
Trustees also discussed staffing: the incoming finance director, named in the meeting packet as Susan Micah, is scheduled to start May 28 and will lead efforts to complete the printed budget and to fill at least one vacant finance position.
Trustees asked staff to provide a budget calendar for the 2026 process and requested a public summer meeting in July to discuss major budget priorities and capital items.
