The York City Redevelopment Authority voted to recertify a blight finding for 30 South Howard Street and authorized staff to file a declaration of taking on the property.
Staff reminded the board that the RDA originally certified the building as blighted in June 2021 and passed a motion to file a declaration of taking at that time. The presenter said the property has not improved and may have deteriorated further; recent photos show paint splatter on exterior walls, tax and utility shutoff notices taped to doors, windows left open and a front door without a knob, indicating possible unauthorized entry.
Staff said the building includes multiple condominium parcels (13 parcels within a single building) and that the administration had urged action. Board members suggested notifying police to check the property for safety and potential trespass; staff agreed that a police check was appropriate.
The board voted by voice to recertify the blight finding and authorize the filing of a declaration of taking. A staff speaker said the RDA will proceed with the filing paperwork.
