The El Cajon Planning Commission on May 20 approved a conditional use permit allowing on‑sale beer and wine service at Marmora Salads & Sandwiches, a new tenant at 725 Hamishaw Road, by unanimous vote.
Staff Associate Planner Spencer Hayes Flores said the application proposes an Alcoholic Beverage Control type 41 license for a bona fide eating establishment and recommended approval with conditions. “The police department did not express concern for the additional on sale location,” Flores said during the presentation.
The project covers a roughly 770‑square‑foot indoor suite adjacent to an approximately 1,100‑square‑foot secured outdoor patio at the northwest corner of a 2½‑acre shopping center between East Washington Avenue and Granite Hills Drive. The patio is bounded by a low brick wall with glass panels up to 6 feet. Hours listed in the proposed resolution were corrected so that closing at 12 a.m. is understood as midnight at the end of the business day; staff noted the operating hours are 10 a.m.–10 p.m. Sunday–Thursday and 10 a.m.–12 a.m. Friday–Saturday.
Staff said the census tract’s population would authorize eight on‑sale licenses, while there are currently nine active licenses in the tract, concentrated among six operators. The report noted that a few businesses hold multiple licenses. Conditions of approval require responsible beverage‑service training, that alcoholic sales occur only in conjunction with food service, and other measures to ensure compatibility with nearby residential and commercial uses. Staff concluded the project is exempt from environmental review under CEQA Guidelines section 15301 (existing facilities).
Applicant representative Sherry Olsen told commissioners she concurred with the findings and conditions and had no issues with the staff recommendation.
Commissioners moved to adopt the resolution approving CUP 2025‑0002 with the staff correction incorporated. Commissioner Monroe made the motion; Commissioner Edison seconded. The motion carried by unanimous vote of members present.
The permit allows the business owner to pursue the ABC license once local land‑use findings are made; issuance of the state license remains subject to the California Department of Alcoholic Beverage Control.
