Planning Commission approves City Church PUD for youth building and future chapel on Rice Creek Road

The Bartlesville Planning Commission voted to approve a plan unit development and site development plan for City Church at 4222 Rice Creek Road, allowing construction of an approximately 12,000-square-foot youth building and a future 6,000-square-foot chapel.
Senior planner Micah Snyder told commissioners the application covers the existing main church building and parking and reflects a site that includes four zoning districts due to a prior large PUD. "This would facilitate the construction of an approximately 12,000 square foot youth building and a future 6,000 square foot chapel," Snyder said, and he explained the proposal meets the applicable RM-1.5 and RS-10 development regulations and required setbacks. Snyder also said the site has water service and that new water mains serving private fire hydrants on private property would have to be placed in easements.
The staff report noted the site is accessed from Rice Creek Road and a gravel drive from Woodward Avenue; under an amended development agreement the church must extend Woodward Avenue to its west property line with construction of any new buildings, and some future streets would be constructed prior to issuance of a certificate of occupancy for any second building. Snyder told the commission the proposed and existing parking would be considered sufficient (the report lists 215 existing spaces, 68 proposed spaces for the youth building and 20 for the future chapel) and that landscaping, lighting and signage would be reviewed at building permit stage.
An applicant representative spoke during the hearing, saying the project had taken longer than expected because of a tied transaction with another developer but that the church intends an open campus with after‑school programs and community use. "We think it'll serve the community well, the youth of the community well," the speaker said.
No members of the public signed up to speak on the item and staff reported no written comments in support or opposition. Commissioner Kirkpatrick moved to approve the PUD/site development plan; Commissioner Munkers seconded. A roll-call vote yielded ayes from Commissioners Freeman, Kolaw, Kirkpatrick, Hibdon, Munkers and Dawson; the motion passed.
The approved application is the PUD/site development plan for case PUD04250053. Conditions of approval are those in the staff report; staff told the commission the site plan received a last-minute update to reflect engineering comments on street and driveway alignment but otherwise matched the published materials.
