The mayor summarized the fiscal position: the general fund produced a positive variance in the most recent year and the city currently shows about $754,599 unappropriated in the general fund. He said the council will recommend moving $254,000 of the surplus into appropriations and leaving roughly $500,000 as unappropriated balance.
Capital-project items discussed
- Chip seal: Council intends to add $85,000 to the capital projects fund to help catch up on deferred chip seal work; that would supplement the city’s annual chip-seal budget (the mayor discussed prior typical annual amounts). The funds are intended to address streets including a business-park road that was previously deferred.
- Public Works building (city shed): council discussion referenced a $450,000 allocation for a Public Works building project.
- Road engineering for COG funding: the council plans to allocate $60,000 for engineering (about 30% design) to support an application to the Cache County Council of Governments for widening/resurfacing the corridor from Oakdale to 800 South; staff said 30%-level engineering is required to apply and the estimate to reach that stage is in the $59,000–$60,000 range.
- Sports court resurfacing and restroom: council members discussed applying for wrap-tax and other local grant funding for sports-court resurfacing (pickleball/tennis/basketball surfaces) and a restroom building near the courts. A public commenter, Tisha Chipman, urged the council to apply for Cache County wrap-tax dollars and offered to help with the application. Staff noted prior wrap-tax reimbursements required the city to pay expenses up front and later receive reimbursement.

Next steps

The city also said it will retain some unappropriated general-fund balance as a reserve.
