The project, submitted by an Enyo affiliate, covers roughly 300–380 acres at the far eastern edge of Fairfield and would include photovoltaics and the possibility of battery storage. The applicant and planning staff told commissioners the conditional use permit (CUP) application is extensive and accompanied by an environmental assessment and multiple technical studies; the commission conditioned its recommendation on the consultant WC3's 14 stipulations and on Town Council approval of a text amendment to permit taller transmission structures.

Public concerns and environmental issues Neighbors raised visual and wildlife concerns.
