Committee sends technical appropriation fix for Scott County interchange to the floor

The Minnesota Senate Transportation Committee on Feb. 17 voted to recommend Senate File 823 to pass and placed it on general orders. Senator Pratt introduced the bill and called Lisa Friese, Scott County Transportation Services director, to explain the request.
Lisa Friese told the committee the measure corrects a drafting error in a 2023 appropriation for the Trunk Highway 282/County Road 9 interchange. Under the correction, funds would be appropriated directly to the Minnesota Department of Transportation instead of to Scott County, avoiding a requirement that the county front about $4,900,000 to MnDOT and later seek reimbursement during the roughly 2½-year project.
Friese said having to advance the full $4.9 million would ‘‘put a crimp in our cash flow’’ and that the amendment fixes the remaining drafting issue not resolved last year. No members objected and the committee voice-voted to move the bill to the floor. Senator Dazinski recommended approving Senate File 823 and placing it on general orders.
The hearing did not include a fiscal note discussion in the transcript beyond Friese’s cash-flow concern, and no other agencies testified during the committee session.
