Kingsburg to seek $33,000 to update parks master plan; Fresno State presentation postponed

Kingsburg staff said the city will seek City Council approval on Feb. 5 of a $33,000 proposal to start an update of the city’s parks master plan, and that a planned in-person presentation by Fresno State was postponed.
The parks master plan update will replace the plan adopted in February 2002 and is intended to collect resident input to guide parks and recreation investments for roughly the next 10 to 15 years. Adam Castaneda, Kingsburg Community Services director, said the consulting team from Fresno State hopes to meet with commissioners over a breakfast or luncheon the week after the Jan. 22 meeting to outline project steps and the public outreach approach.
Castaneda said the initiative will include resident surveys and outreach workshops to gather community priorities and that the firm would begin surveying if Council approves the staff proposal. "This is for the parks master plan. It's part of the city's general plan, but focuses on parks and recreation," Castaneda said. The staff report with the $33,000 proposal is scheduled for the Feb. 5 City Council meeting.
Commissioners discussed availability for the follow-up meeting with the Fresno State representative; staff asked for three commissioners to attend. Castaneda said the consultant will focus on broad outreach to obtain input from a majority of Kingsburg residents, a step he described as more extensive than an online-only survey.
Background: The last parks master plan update was adopted in 2002; the new process described by staff is intended to produce a prioritized list of park projects and recreation needs that could inform grant applications and capital planning.
