Commission approves multiple lease-purchase payments and a Schwab Eaton PO for Ottawa Road

The Atchison County Commission on Jan. 28 approved four lease-purchase payments for road equipment and vehicle leases and authorized a purchase order to Schwab Eaton Engineering for Ottawa Road work out of the Special Highway fund.
Finance Director Mark Seltner presented four purchase orders: a payment to Exchange Bank (payment 5 of 10 for a package including 2022 Ford F-350 trucks and a hydraulic tilt trailer), and three separate lease-purchase payments to First Option Bank of Troy for dump trucks and heavy equipment including a 2024 dump truck and a 2024 CAT motor grader with a 2023 CAT track loader. The commission voted 3-0 to approve each purchase order.
Road and Bridge Superintendent Joe Snyder asked the board to approve a purchase order to Schwab Eaton for engineering on Ottawa Road in the amount of $41,325. The board approved the Schwab Eaton PO, which the finance director said will come from funds set aside last year in Special Highway, by a 3-0 vote.
Seltner gave a debt-summary for 2025 showing lease payments of roughly $175,000 for the year from the four lease lines presented; he said bond payments due in April would add to 2025 debt service with total debt service for 2025 projected at roughly $740,800. He noted bond payments will fall off in 2028 and 2029 as principal is paid down; the board and staff discussed how the schedule affects future capital planning.
Why it matters: The approvals keep routine equipment lease payments on schedule and authorize engineering work for a road project funded from Special Highway dollars. The finance director said the county will track debt and that declining future bond obligations could free funds for capital improvements.
Several motions to approve POs were made and recorded as passing 3-0. The Schwab Eaton purchase order was described in the meeting as "part of the money that we set aside last year" for Ottawa Road and will be charged to Special Highway.
