Yamhill County approves ODOT, OHA grants and emergency septic enforcement ordinance

During its Feb. 6 meeting, the Yamhill County Board passed five items by voice vote: an ODOT grant, adoption of a septic system enforcement ordinance (emergency), an OHA amendment for public health services, an OHA HRSN housing agreement, and an EMPG grant amendment.
The Yamhill County Board of Commissioners approved five agenda items during its Feb. 6 meeting, including grant agreements and a new county ordinance to provide an administrative enforcement process for septic systems.
The board approved the following by voice vote (motion and voice “aye” recorded for each item):
- Oregon Department of Transportation (ODOT) deputy grant for $150,000 covering 10/01/2024–09/30/2025. The board had no questions and approved the agreement by motion and voice vote.
- Ordinance 940: adoption of the Yamhill County septic system enforcement code, amending the county’s code enforcement process and declaring an emergency. County staff said the ordinance creates an administrative hearing process for septic enforcement under the county’s intergovernmental agreement with the Oregon Department of Environmental Quality (DEQ); staff noted the ordinance was modeled on the county’s solid-waste enforcement procedure. The board read the ordinance twice as an emergency and approved it unanimously by voice vote.
- Amendment No. 14 to agreement No. 180033 between Yamhill County and the Oregon Health Authority (OHA) for Public Health Services (Board Order 203-260), adding $393,463.90 in funding for rollover and new funds. The board approved the amendment by motion and voice vote.
- Agreement No. 184790 with OHA for Health-Related Social Needs (HRSN) housing benefits in the amount of $350,000 (retroactive to 11/15/2024). Staff explained these funds will provide housing-related benefits for people on the state’s Open Card program; the board approved the agreement by motion and voice vote.
- Rescind Board Order 24-364 and approve Grant Agreement No. 24-535 between Yamhill County and the Oregon Department of Emergency Management for the Emergency Management Performance Grant (EMPG) in the amount of $88,502 (retroactive to 07/01/2024–06/30/2025). The board characterized this as housekeeping to replace the prior board order and approved it by voice vote.
Each motion passed with the board signaling “aye” during roll call; no recorded roll-call vote listing individual member yes/no names is in the meeting transcript, and no member verbally opposed any of these items during the session.
