Aurora Water staff asked the committee to advance an intergovernmental/right‑of‑way agreement tied to an extraterritorial service arrangement for the Allura (also referenced as Alora) subdivision at County Line and Delbert, and the committee approved moving the item to a regular council meeting for final action.
Verne Adam, deputy director of engineering services, told the committee the right‑of‑way agreement covers Aurora Water installing a waterline in Delbert Road — a county right‑of‑way — to serve the subdivision. The agreement clarifies maintenance responsibilities: the local district will be responsible for relocating or modifying the waterline if future roadway widening or resurfacing requires it, preventing Aurora from being obligated to perform those relocations.
Adam said the IGA is the follow‑up piece to the council’s earlier approval of extraterritorial service and that the city’s public‑works department has related agreements for County Line Road and an intersection at Delbert and County Line. Because the right‑of‑way IGA implements the previously approved extraterritorial service, staff asked the committee to skip the study‑session step and forward the IGA directly to the council’s regular meeting for final action.
The committee agreed and approved staff’s recommendation to move the item to the regular meeting; Council member Bergen indicated support. Staff said they will route the IGA for council consideration on the next regular meeting agenda. No final council vote on the IGA was recorded at this committee meeting.
