A committee member noted the consent agenda showed many small change orders and asked whether the number indicated unusual contract activity. Aurora Water staff explained the cumulative column included multiple projects that have been phased funded over more than one year; those entries were flagged with double asterisks on the report and do not necessarily reflect scope changes. Marshall (Aurora Water staff) told the committee that, once phased‑funded projects shown with the asterisks are removed, the number of true change‑order projects in the prior year was about five or six — a more typical count — and that cumulative amounts were less than 1% of total project costs.
Committee members also asked about WYSE (the WYSE water deliveries shown in the supply report). Staff said WYSE deliveries had increased in recent years because participants’ ability to accept delivery has ramped up and because Aurora was making most of this year’s deliveries while some partners contributed less. "This year it was primarily Aurora making most of the deliveries," a staff member said, and staff noted full delivery under the new WYSE year is expected with the DIA connection in place; staff said the first full 10‑year block would begin in June 2025 if the connection is completed as planned.
A council member congratulated staff on three grant awards listed on the consent agenda; staff said grants are useful but can be administratively challenging. The committee approved moving a related right‑of‑way IGA (Allura/Alora Subdivision) to the regular council meeting for final action (see separate article), and members asked staff to prepare a summary of major presentations and topics from the prior year for committee planning.
