Cumberland County court processes dozens of cases; multiple pleas, diversions and sentencing dates set

Cumberland County Circuit Court processed a long docket Tuesday that included guilty pleas, pretrial-diversion enrollments, probation-revocation matters and multiple scheduling orders.

Among the matters the court recorded on the docket:

- Oscar Farley (24CR0054): The Commonwealth announced a recommendation on a plea of guilty to three counts of criminal abuse. The recommendation described a 10-year sentence on each count to run concurrently for a total sentence of 10 years, with a minimum of 260 days in jail and the balance probated for five years of supervised probation; the recommendation also called for placement in long-term treatment and credit for time served. The court accepted the plea and set a sentencing date in February; the record shows the court discussed a short, one-day furlough to allow the defendant to attend his wife's scheduled C-section if logistics could be arranged.

- Caitlyn Riddle (24CR0014): The court accepted a pretrial-diversion plea for possession of a controlled substance (first degree). The diversion offer included two years on the diversion and four years supervised, payment of fees, assessment and compliance with recommendations by a social-services clinician; the defendant confirmed she had not been in pretrial diversion in the preceding five years.

- Jesse Allen (84CR0082): On a guilty plea the court accepted the Commonwealth's recommendation of a three-year sentence probated for five years on a first-degree controlled-substance possession count; additional fines and court costs were ordered and the defendant agreed to assessment by a social-services clinician and follow recommended programming.

- Multiple defendants had negotiation or trial dates set for late February and March. The court repeatedly set negotiation dates on Feb. 21 (noted on numerous files) and February 25-27/Mar. 27 for trial or sentencing appearances; several incarcerated defendants were given transport orders for negotiated appearances.

- Probation and diversion issues: The court revoked or scheduled revocation hearings where probation officers reported missed programming or positive drug tests. The judge ordered probation investigations or pre-sentence investigations where pleas removed pretrial diversion protections.

- Case scheduling and continuances: For many dockets the court set negotiation dates (commonly Feb. 21 or Feb. 25), next-appearance dates around Feb. 27, and in some instances March 27 for trials or sentencing. Several defendants were directed to meet with probation and parole prior to release or sentencing and directed to complete assessments or enroll in specialty programs where ordered.

The court's docket included a mix of case dispositions (guilty pleas accepted, diversion agreements negotiated) and scheduling orders. Where the Commonwealth proposed sentencing recommendations the judge accepted some pleas and set sentencing or follow-up dates; the court frequently waived or deferred court costs in consideration of mitigation or treatment placement.
