Bond update: playgrounds installed, Montecito renovation advances and summer SPED reconfiguration planned

District staff and bond consultants updated the Osborn Elementary District Governing Board on construction and bond projects, saying several playground installations are complete or about to be installed, Montecito renovation preconstruction is underway and districtwide special‑education programming changes will be implemented next summer.
Playgrounds: consultants said equipment for Solano has been installed and Clarendon equipment arrived the day prior to the meeting; installation was scheduled to begin the next day with Encanto to follow on Jan. 27. Shade structures for Clarendon, Encanto and Longview were ordered; permitting and lead times remain a factor.
Montecito renovation and CMAR process: the board heard that the district and Chase Building Team have begun biweekly huddles to advance the Montecito renovation. SPS Plus completed programming and submitted additional floor plans; the consultant team is preparing a guaranteed maximum price (GMP) estimate. District staff said Montecito's kitchen will be prioritized early in the summer construction schedule to make the space operational.
Special‑education (SPED) program changes: staff reported a large assessment and campus walkthroughs leading to planned SPED changes across campuses, with implementation slated for summer 2025. The SFD (School Facilities District) funding and BRG funding were described as limited; staff said they would develop a more detailed report at a future meeting.
Other technical work: lifecycle assessments, electrical and mechanical equipment reviews, technology vendor selection for marquee and AV systems, and plumbing cameraing/lining studies were reported as in progress. Staff said they were packaging some work for construction manager‑at‑risk (CMAR) procurement to gain efficiencies.
Why it matters: playgrounds, kitchen upgrades and SPED space reconfiguration affect student daily routines and instructional delivery; timing and permitting affect when improvements are available to students. Board members heard schedules and were told some items (shade structures, certain BRG elements) have longer lead times.
Ending: staff said they will return with a fuller SFD/BRG funding update and design scopes as Montecito moves from design/preconstruction into contracting and construction phases.
