Saline County commissioners on March 11 discussed whether to change the county's local-purchase preference policy, which currently allows a local vendor to match the low bid if its quote is within 1% of the low bid.
County Administrator Philip Haines reviewed survey results of other jurisdictions' practices and said many use higher thresholds — often 5% to 7%, and in some cases up to 10% — and that approaches vary between automatically awarding to the local low bidder within a percentage and giving local bidders an opportunity to match the low bid. "1 percent is not the norm," Haines said, summarizing his review. He also said some jurisdictions use tiered percentage rules that change depending on the dollar value of the purchase.
Commissioners expressed divided concerns. Some said they support increasing the preference to 5% or a tiered approach (a higher percentage for lower-dollar purchases and a lower percentage for large procurements), arguing it supports local businesses and keeps taxpayer dollars in the county. Others warned that a high percentage could reduce competition or invite no bids from larger regional vendors and could increase costs for taxpayers. Discussion also noted procurement irregularities in recent awards where local vendors lost close contests and suggested that following policy consistently is important to avoid disputes.
Staff will analyze spend data and return with recommended percentage thresholds and a possible tiered structure for the commission to consider; the meeting did not include a motion to change the policy.
