Council accepts lift-station contract and awards State Highway 76 gas-line bid to low bidder

Two public-works contract actions moved forward at the meeting: the council accepted a contract and bonds from Slattery Construction Corporation for a lift-station rehabilitation, and the Tuttle Public Works Authority awarded the State Highway 76 gas-line project to NPL Mid America LLC as the low bidder.

Cowen Group reviewed the lift-station contract and bonds submitted by Slattery Construction; the council voted to accept the documents and to authorize executing the agreement. Staff said the acceptance allows the city to proceed to contract execution and preconstruction scheduling.

For the State Highway 76 gas-line project staff reported two bidders submitted offers; Cowen Group reviewed bids and recommended NPL Mid America LLC as the low, responsive bidder. Staff said the project is part of an ODOT-shared project and that the city's expected share would be significantly lower than earlier estimates because the low bid came in substantially below the original $1.4 million estimate. Staff said the city's out-of-pocket share was expected to be around 11% under earlier estimates and that the low bid will reduce Tuttle's share accordingly. The approved award amount to NPL was approximately $816,720 according to the bid tabulation.

Council members asked about the scope and whether the bid review identified any spreadsheet errors; staff confirmed they had identified and corrected errors on the higher bidder's worksheet and said they did not foresee material change-order exposure that would significantly increase the city's share. Staff also noted contractor readiness to begin work quickly and emphasized coordination with ODOT for scheduling.

Both motions passed unanimously. Staff will execute contracts, schedule preconstruction meetings and coordinate with ODOT to begin work.
