He recommended public comment be taken as a preparatory step toward any formal moratorium.
Commissioners agreed to schedule the hearing and to continue work on potential draft moratorium language in workshops. The motion to set the public hearing for April 1 passed by unanimous voice vote.
No moratorium was adopted at the March 11 meeting; the public hearing will provide an opportunity for public input before the board considers formal action.
