The Lake Oswego School District Board of Directors appointed Philip Arts and Russ Warner to two open citizen seats on the district's legal budget committee at its March 10 meeting.
Board members said they interviewed four candidates for the two openings and selected Arts and Warner by consensus. "We all gave our feedback, and we have, we all agreed on, Philip Arts and Russ Warner to serve," a board member said before calling for the motion. Director Gupta moved to appoint both; Director Hartman seconded the motion and the board approved the appointments.
Role of the committee: District staff explained that the legal budget committee is a statutory body under Oregon local budget law composed of the five elected board members plus five appointed citizen members. The legal budget committee reviews the proposed budget, discusses assumptions and priorities, and approves the budget that is later considered and adopted by the school board in its policy-making capacity. Staff noted the committee's authority includes initially setting tax levies and that the board cannot increase a tax rate beyond what the legal budget committee approves.
Next steps: Arts and Warner will serve on the committee for the upcoming budget review process and will participate in public meetings where the proposed budget is reviewed and approved and tax rates are set.
