House introduces multiple bills including H.456 continuum-of-care measure and H.459 parental leave bill; referrals made

At the opening of the session the House read first readings for several bills and referred them to standing committees, and a Senate bill was referred to Judiciary.
At the start of the session the House gave first readings and referred a set of bills to standing committees and placed a committee bill on the calendar for notice. The clerk announced the following House bills for introduction and committee referral:
- H.456, "an act relating to establishing a state funded and community based continuum of care for justice involved individuals," introduced by Representative Chiena of Burlington and others; referred to the Committee on Human Services.
- H.457, "an act relating to justifiable homicide," introduced by Representative Dolton of St. Johnsbury; referred to the Committee on Judiciary.
- H.458, "an act relating to the Agency of Digital Services," introduced by the Committee on Energy and Digital Infrastructure; as a committee bill it was placed on the calendar for notice pursuant to House Rule 48.
- H.459, "an act relating to the Parental and Family Leave Act," introduced by Representatives Was (of Berry City) and Casey of Montpelier; referred to the Committee on General and Housing.
- H.460, "an act relating to the development and construction of a bicycle path that runs adjacent to US Route 5," introduced by Representative Bartholomew of Heartland and others; referred to the Committee on Transportation.
- H.461, "an act relating to expanding employee access to unpaid leave," introduced by Representative Krasnow of South Burlington; referred to the Committee on General and Housing.
The House also read a Senate bill: S.3, "an act relating to the transfer of property to a trust," introduced by Senator Hashim; referred to the Committee on Judiciary.
The clerk noted a set of bills on the notice calendar requiring referral to money committees under House Rule 35(a): H.137 (insurance regulation affecting state revenue) was referred to Ways and Means; H.218 (FY2026 appropriations from the Opioid Abatement Special Fund) and H.219 (creating a family support pilot program for incarcerated parents and guardians) were referred to Appropriations.
