Supervisors adopt small CIP amendments to fund Fleetwood Road study and Beaver Dam Run pedestrian crossing

The Loudoun County Board of Supervisors on March 10 approved a motion to amend the FY2025 Capital Improvement Program to fund a Fleetwood Road safety study and to appropriate cash proffer revenue for a pedestrian crossing over Beaver Dam Run.
The motion, offered by Finance Committee member Christina Brixman and adopted as recommended by the Finance, Government Operations and Economic Development Committee, directed staff to move $250,000 from the capital project management account to a newly created Fleetwood Road Improvements project. It also directed staff to appropriate $1,200,000 of cash proffer revenue to the linear parks and trails project for construction of the Beaver Dam Run pedestrian crossing.
The motion text asked staff to include corresponding items in the FY2026 appropriations resolution to authorize the FY2025 CIP amendments. The finance presentation noted the year’s CIP work was minimal and that the Fleetwood item funds a safety study; Brixman said, “this year, the CIP…was not a year to add any projects. We just had some minor adjustments to do, basically a safety study on Fleetwood and to do the Beaver Dam Run crossing.”
Supervisor Michele Tacrone, whose district includes the Fleetwood Road segment, said the study will evaluate upgrading Fleetwood Road between Kennedy Lane and Route 50 from a rural rustic road to a two‑lane rural collector with shoulders and a shared‑use path on one side; the study is expected to start in the first quarter of FY2026 and take about a year.
The motion passed with the board recorded as 8‑0‑1; Supervisor Saines was absent, according to the chair.
What this means: the county will begin a safety study for Fleetwood Road and move forward with design/funding for a pedestrian crossing over Beaver Dam Run using proffer funds. Staff were directed to prepare the formal appropriations adjustments for the FY2026 resolution so the CIP changes are authorized in the county accounting system.
