Chair Petrie explained the committee had sought a required plan from the cabinet on multiple occasions; the committee received insufficient communication and a plan was not delivered in time for meaningful review. The chair described communications were limited and that the committee had received another communication late on the Friday before the meeting but had not had an opportunity to vet a plan. For that reason, the committee concluded there was no authorization for final release at this time.
Committee members recorded a roll-call vote of 19 yes and 1 no; Chair Petrie instructed staff to report the resolution favorably to the floor. The resolution is a committee action to withhold the final budgetary release pending receipt and review of an acceptable plan from the cabinet; it does not permanently eliminate the possibility of release if the cabinet later provides the material requested.
